NEW MEMBER OF NEFI TEAM BRINGS EXPERTISE IN PUBLIC POLICY AND ECONOMICS
The New England Fuel Institute is pleased to announce that it has brought Elizabeth McCarthy on board as "Policy Advisor" for its Legislative & Regulatory Action Center. McCarthy will work out of NEFI’s Watertown, MA office and will support the efforts of NEFI’s Action Center and Government Affairs Committee (or "GAC"), currently chaired by Tom Devine of Devine Bioheat (Norwalk, CT). "NEFI recognizes the complexity and scope of an ever changing political and economic landscape which presents both challenges and opportunities for the industry, NEFI and its member companies," said Jim Collura, Vice President for Government Affairs and Director of the NEFI Action Center. "It was in consideration of this that we decided to bring Elizabeth on-board, especially considering her background and experience. We are very excited."

Ms. McCarthy has completed one year of doctoral research and studied international relations, economics and the international political economy of energy as an undergraduate. Professionally, she also has extensive experience in commodities trading. In the financial realm, she worked in mergers & acquisitions, private equity and merchant finance. Ms. McCarthy will contribute to the industry’s efforts from the regional to the national level by providing NEFI and its allies with invaluable analysis on key areas of public policy that affect the industry. This is especially important as state, regional and federal policy- and law-makers tackle ambitious new climate change, energy and tax reform proposals in the coming year. The 110th Congress is no longer in session. The newly-elected 111th Congress will take office on January 3rd and the new President will be sworn in to office on January 20th.

A LOOK BACK AT ROLLER COASTER RIDE
THAT WAS THE YEAR 2008
Without question, the past year has been an eventful one for the fuel industry. We’ve seen extremely volatile energy commodity markets, a historic high and subsequent collapse for crude oil, partisan battles in Congress and a bitter national election, the collapse of Wall Street investment banks, tightening credit markets, promises of tough new climate change and energy policies from the states to Washington, DC. As a result, fuel dealers and the industry at-large have been (and continue to be) tested. The industry has shown that it is resilient, determined and hopeful for a brighter tomorrow. In the face of some of the worst economic conditions since the Great Depression, fuel dealers large and small now look forward to the future, one of innovation and progress on key issues. Throughout these trials and tribulations, the NEFI Action Center has been a voice for its member companies and the industry when it mattered most, teaming up with coalitions, allies and other industry groups.

NEFI has tackled key regional policy initiatives, new legislation and proposed regulations in Washington. We’ve won some key victories, from helping to advance and pass futures market reform legislation, to regulatory achievements including a broader small business classification for heating oil and propane marketers and an exemption from certain Spill Prevention, Control and Countermeasure (SPCC) requirements for parked trucks. NEFI has helped bring lawmaker, media and consumer attention to alleged speculation and manipulation in the commodities markets, helping to take the heat of skyrocketing commodities prices off the retailer and onto the Wall Street investors that were using the markets as an asset class rather than a risk management tool for commercial players. We have saved member companies thousands of dollars in potential compliance costs and fines for non-compliance. After years of calling for a fully funded federal LIHEAP, the program was fully funded for the 2009 fiscal year to the tune of $5.1 billion -- the largest amount in the program’s 25+ year history. These are not our victories -- they are YOUR victories. None of this would be possible without the support members like you. SPILL PREVENTION, CONTROL & COUNTERMEASURE
IN THE NEW YEAR
NEFI has been a voice for the industry on SPCC for some time now. Our efforts have lead to an exemption for parked cargo trucks. This is not all: We also held a webinar in July to help fuel dealers come into compliance with EPA regulations. Those regulations have been dramatically changed recently. There are numerous amendments such as a new compliance date, new definitions for "facility" and "loading rack," an amendment for navigable waterways and many more. RUSSIA ON NEW NATURAL GAS OPEC:
THE ERA OF CHEAP GAS IS OVER
Over a dozen natural gas exporting countries, including Iran, Russia and Venezuela, have announced the establishment of a Natural Gas OPEC called the Gas Exporting Countries Forum (or GECF). The groups agreed to a formal charter in Moscow last week. Speaking to the creation of the group, Russian Prime Minister Vladimir Putin promised that the era of "cheap [natural] gas is of course coming to an end." The full group currently includes Algeria, Bolivia, Egypt, Equatorial Guyana, Indonesia, Iran, Libya, Malaysia, Nigeria, Qatar, Russia, Trinidad and Tobago, the UAE, and Venezuela. Kazakhstan and Norway are observers only at this time and considering membership status. According to some estimates, the group accounts for well over two-thirds of the world’s natural gas reserves and as much as half of its production.

After a successful silent auction fundraiser at VISIONS 2008 that raised over $5,000 for the Petroleum Marketers Association of America's Small Business Political Action Committee (PAC) fund, NEFI will hold another silent auction fundraiser at next year's EXPO, to be held on June 9-10 at the Boston Hynes Convention Center. Proceeds will again benefit the PMAA Small Business PAC, which supports candidates for public office that share our industry's national goals. Past donations have included a variety of items ranging from sports memorabilia to power tools and much more! NEFI WEBINARS:
In July of 2008, the New England Fuel Institute began using a form of internet technology to better communicate with its members. It is called a "webinar" (web-based seminar). Since July, NEFI has decided to continue using webinars and now has multiple projects planned. In addition to SPCC, some other subjects might include 401(k), Department of Transportation regulations, employment, drug testing and diesel exhaust fluid (urea diesel additive). SAFETY VESTS NOW AVAILABLE:
The Federal Highway Administration has required workers within the right of way of any federal aid highway to wear high visibility safety vests since November 24, 2008.
