Reconciliation 2.0: Senate Passes Immigration Enforcement Funding Bill:

Early last Friday, the Senate passed a $70 billion reconciliation package to fund the Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) agencies, which have remained without appropriations following this year’s earlier government shutdown of the Department of Homeland Security. The bill is designed to fund those enforcement agencies through the remainder of President Trump’s second term. The House is expected to take up the measure this week. Notably, the bill does not include the $1.8 billion “weaponization fund” that has drawn controversy recently on Capitol Hill.

FISA Section 702 Set to Expire Again:

Congress has less than a week to act on a critical surveillance authority after lawmakers left Section 702 of the Foreign Intelligence Surveillance Act (FISA) unresolved before recessing for the weekend. The provision expires Friday under a short-term extension passed this spring. Critics have been frustrated by the absence of privacy protections in the program, which authorizes collection of digital communications from foreigners abroad but can incidentally sweep up Americans’ data, and by President Trump’s selection of Bill Pulte as acting director of national intelligence.

FY2027 Appropriations:

The full House Appropriations Committee marks up the Labor-HHS-Education and Homeland Security spending bills today, following subcommittee approval of both last week. The Defense bill is expected to get its subcommittee markup Thursday in closed session. On the Senate side, the Armed Services Committee begins marking up its version of the National Defense Authorization Act this week, also largely behind closed doors.

On the House Floor This Week:

The House is set to consider a series of bills related to government fraud prevention and accountability, along with a package of foreign policy bills covering Iran, Asia-Pacific alliances, illegal fishing, international religious freedom, and China. The House is also expected to take up the $70 billion Secure America Act, the Senate-passed reconciliation bill to fund ICE and CBP through the remainder of the Trump administration, as well as legislation restricting federal student aid to verified enrollees.
